In Hermosa, Bataan, knee-deep floods submerged homes and forced residents to use boats to travel around.
Bataan Gov. Enrique "Tet" Garcia said the province was spared the worst of the typhoon.
"While some barangays are under water, the floods are not so high. It's only about 3-4 feet. All in all, the families affected will be less than 1,000 mostly concentrated in barangays Almazen, Daungan and Pulo in Hermosa," he told ANC's On the Scene.
Garcia said there were no reported casualties in the province in Juan's wake. He added that there are no evacuees since all residents in the affected villages opted to stay in their homes.
He also turned down proposals to postpone the October 25 barangay and Sangguniang Kabataan elections in the province.
"This flood water will subside soon. We will just go ahead with the elections so there will be no special elections later on," he said.
Floods in Tarlac
Bayan Patroller Godfrey Espedido, meanwhile, said heavy rains caused flooding on MacArthur Highway in Tarlac City including parts of Sta. Monica Heights and San Rafael.
Espedido said the municipal government evacuated several residents in a low-lying area in Camiling, Tarlac after floods turned waist-deep.
Meanwhile, local officials in San Manuel, Tarlac pitched tents at a local highway for a number of families who were evacuated from their homes during a flood at around 1 a.m. Wednesday.
San Manuel Mayor Bening Tesoro said the evacuation was done as a precautionary measure to prevent loss of life. He said Army soldiers also helped in rescue and rehabilitation efforts for residents.
"Akala namin kasi lalaki. Yung mga bata ang inuna namin. Usually kasi, lumalaki ang tubig dito. Hindi sinabayan ng pagpakawala ng tubig sa San Roque Dam," he said.
Floods hit 12 Pangasinan towns
Flashfloods also affected 12 towns and cities in Pangasinan province late Tuesday after a dike at Sinocalan River in Santa Barbara town gave way.
The Provincial Disaster Risk Reduction and Management Council said the Sinocalan River overflowed and caused floodwaters to hit Dagupan City, Mangaldan, Calasiao, Santa Barbara, Manaoag, Pozorrubio, Mangatarem, Bolinao, Bayambang, Rosales, Balungao and San Nicolas, all in Pangasinan.
At least 9 people in Pangasinan were confirmed killed during the typhoon's wake.
One of the fatalities was a 2-year-old boy, who drowned after a flood hit their home in Rosales, Pangasinan.
The family of Federico de Guzman, meanwhile, was only able to save a radio and a little rice after floods hit their home in Salisay village in Dagupan City, Pangasinan. "We were really praying that someone would rescue us," he said.
A total of 15 families have been rescued in the village since Wednesday midnight.
Bataan floods
More than 2,000 families were also affected by floods in Dinalupihan and Hermosa towns in Bataan.
Most of them preferred staying on the upper floor of their houses and did not go to designated evacuation areas.
They believe that the flood would immediately subside since it stopped raining Wednesday afternoon.
Rodante delos Santos and his whole family is staying in the 2nd floor of their house as the ground floor is flooded.
Rodante was even thankful, saying, "Masuwerte kami at di nagaya sa Isabela"
He has been watching the news on TV and he said he felt bad for those in Isabela who were seriously affected by typhoon Juan.
Provincial Engineer Carlos dela Fuente said Dinalupihan and Hermosa were hit by floods because the towns are near 2 rivers that overflowed.
He also said blamed the Subic-Clark-Tarlac Expressway for the floods occurred in the area.
He said the water from the river was partly blocked by the project, which resulted in water being stuck in lowlying areas such as Hermosa and Dinalupihan.
